It's a wrapper for installing packages on <a href="https://floss.social/tags/NixOS" class="mention hashtag" rel="nofollow noopener" target="_blank">#<span>NixOS</span></a> with an easy-to-use apt-like syntax. Eg: `snow install hello` will install the `hello` package using `nix profile`. `snow install -s hello` will add `hello` to `configuration.nix` and rebuild the system.
