Jason E Miller<p>Hidden Gem: Fathomwerx Part 1 - What is it?</p><p>Up until this point, I have drawn my ‘hiiden gems’ from the military assets in the region. I started with the Coast Guard, moved to Naval Base Ventura County, and then I wrote about the three tenant commands there that are also federal Science and Technology Reinvention Laboratories (recall that they are the Naval Surface Warfare Center - Port Hueneme Division, the Naval Air Warfare Center Weapons Division, and the Naval Expeditionary and Engineering Command). In this post, I begins to edge out from behind the Department of Defense fence line that protects the previous examples to write about Fathomwerx.</p><p>Located just outside the DOD fence line but insider the Department of Homeland Security fence line that protects the commercial Port of Hueneme, Fathomwerx is hard to describe. On paper, Fathomwerx is a partnership between six organizations: the three federal laboratories at NBVC, the commercial port of Hueneme, the Economic Development Cooperative of Ventura County, and a private technology firm called Matter Labs. They work together to make Fathomwerx an entity that </p><p>"[Serves] as a public-private laboratory, community, and resource for technological innovation, the partners strive to fuse small and non-traditional companies, academic institutions, and other Department of Defense stakeholders together to work on the most challenging problems in military, port, and maritime domains.""</p><p>The Fathomwerx ‘laboratory’ is their industrial sized makerspace facility at the Port of Hueneme. Here, people who share with Fathomwerx an interest in the same types of challenges come together to collaborate on imagining and prototyping solutions. The DHS fenceline is much easier to cross than ther NBVC fenceline (i.e., anyone, regardless of nationality, who has an official ID and a DHS-recognized escort can come into the port), so Fathomwerx is absolutely more accessible to the public. As a result, all the work at Fathomwerx is unclassified; anything that needs to be classified can be pursued at the Fathomwerx Innovation Lab that’s on base near the NSWC-PHD command center.</p><p>Fathomwerx means different things to different people. The engineers of the Navy commands, who are solving important problems facing the fleet, see Fathomwerx as a place where they can prototype solutions immediately without the bureaucratic wait required by their machine shops. It’s true that the engineer has done to their own work at Fathomwerx, but many see that as an added benefit to having Fathomwerx in their back yard. Public safety professionals of regional cities and counties see Fathomwerx as agent that allows them to engage with their counterparts to explore creative solutions to maritime-related safety problems and practice techniques for dealing with new challenges. This kind of work happens every year under the umbrella of the Advanced Naval Technology Exercises - Coastal Trident program. I plan on giving Coast Trident its own ‘hidden gems’ post, soon.</p><p>It’s commitment to creative problems solving and cutting across organizational silos is baked into Fathomwerx’s DNA. Fathomwerx started life in 1999 as the Center for Asymmetric Warfare(CAW) at the Naval Postgraduate School in Monterey Bay, CA. It separated from NPS in 2015 and attached itself to NSWC-PHD. Soon, it created (and transformed into) the Maritine Applied Science and Technology (MAST) lab at the Port of Hueneme. Soon, it’s innovative mission attracted organizations that are now the Fathomwerx partners who united under the Fathomwerx trademark. My next post will illuminate Fathomwerx's devotion to innovation and will suggest why we neighbors should look toward Fathomwerx if we want to find opportunities for economic development in the region.</p><p>In the meantime, let me know if you have any questions about NBVC. Jason E Miller<p>Hidden Gem: The Federal Laboratories at Naval Base Ventura County</p><p>By my count, I've shared six posts about 'hidden gems' in the Ventura County region. They all involve the Navy installation in the County. I promise that I'll edge out of the military sector soon, but frankly this is my wheelhouse right now. Today, I'm going to circle back around on NAVFAC, NSWD-PHD, and NAWC-WD at a slightly higher level to amplify a motivation for writing this 'hidden gem' series.</p><p>The purpose of this series is to show how our region is rich in human, technology, cultural, and natural resources that we can leverage together for regional Good. In this post, I want to highlight ways that the Navy helps its neighbors leverage the resources of its bases and commands.</p><p>Each of the three Navy commands I've written about (NAVFAC, NAWC-WD, NWSC-PHD) have distinct missions in the Navy, yet they are all united by the fact that each is recognized as a federal Science and Technology Reinvention Laboratory. Title 10 of the U.S. Code, Section 4121 gives these laboratories special privileges that other naval commands don't have. Some of those privileges are bureaucratically obtuse to me, and I won't explore them. Others deserve attention here.</p><p>The federal code gives these laboratories agency to conduct research that supports their mission, to engage in technology transfer work (to and from the private sector), and engage in workforce development that feeds the needs of the laboratories to recruit and retain scientific and engineering talent.<br>To do all this, these laboratories are given special tools for this that you need to know about. They are:</p><p>Cooperative Research and Development Agreements (CRADAs): allows a laboratory to collaborate with an indutry partner via resource sharing and the development of shared intellectual porperty;</p><p>Partnership Intermediary Agreements (PIAs): an agreement with an economic development or non-profit agency that provides for the laboratory solution sourcing, outreach events, and community management in the context of the laboratory's mission and technology needs; and,</p><p>Education Partnership Agreements (EPAs): establishes a pathway for Navy collaboration with an institueion of higher education for STEM and business career pathways and research, leveraging university expertise and facilities for research and workforce development.</p><p>Another tool available to the Navy (even if a Science and Technology Reinvention Laboratory is not invovled) is the Commercial Service Agreement (CSA). A CSA allows a non-defense entity to rent access to a Navy resource. Suppose a company (or municipality or academic institution) is developing a technology that would benefit from access to a Navy command's facility that has no civilian commerical counterpart. That company could enter into a CSA with that command to buy access that facility for the purpose of developing its product. Here's a link to a web page describing CSAs with NAWC-WD.</p><p>Naval Base Ventura County is the only Navy base in the world that is home to three federal laboratories. Together, these labs offer the region technology resources available nowhere else on the globe: a vast controlled ocean test range, a vast aerial test range in the Mojave, the largest drone ship in the world, expertise in autonomous systems, a deep water port, diverse civilian engineering expertise, climate change experts, a myriad of employment opportunities, etc. All this is in our backyard, hidden behind an opaque Department of Defense fenceline that I hope I've been able to breach in these post. These resources can be leveraged by our community to strengthen our local economy and hone our workforce to attract business and industry. How do we do it? Who is going to do it? Jason E Miller<p>Hidden Gem: Naval Facilities Command and Expeditionary Warfare Center and the SeaBees</p><p>The last two posts in this 'hidden gems' series highlighted two of the major tenant commands at Naval Base Ventura County (NBVC): NAWC-WD and NSWC-PHD. Today, I write about the third: the Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC EXWC) </p><p>This is the command that is responsible for Naval infrastructure that is attached to the ground, somehow. This includes infrastructrure on the shore, on the waterfront, and under the sea. They manage construction, maintenance, and repair. For example, if Navy Base Guam is having trouble with its electrical grid, NAVFAC EXWC is called in to troubleshoot and repair. Its engineers are put on a plane to ths island to do the work. The technology developed by NAVFAC EXWC to support the fleet is remarkable. NAVFAC EXWC maintains some unique facilities here to support its work. These include a saltwater desalinization test facilitiy, a deep ocen simulation facility, a wave energy test site, a microgrid test bed, a cybersecurity engineering test facility, and chemistry, environmental, and material laboratories.</p><p>The 'expeditionary' in command's name means they can also do all this at the front lines in a conflict. Over half this command's budget and effort is devoted to its expeditionary work. Much of this work is done by the Construction Battalion, or SeaBees. These are the sailors who are trained to operate construction equipment (e.g., bulldozers, backhoes, dump trucks, cement mixers) in combat situations. If fired upon by an enemy, they also know how to return fire. These are the sailors who quickly built all the island airstips in the Pacific theater in World War II.</p><p>Just off of Victoria Avenue, South of Channel Islands Boulevard, between the street and the NVBC fenceline is a relatively new museum devoted to the SeaBees. It's free and accessible to the public. If you're in the area, it's worth taking a little time to wander through.</p><p>NAVFAC EXWC is also home to a world class environmental science and conservation operation. They take environmental stewardship very seriously, measuring and reporting the Navy's impact on the environment around their bases, and working to protect threatened and endangered species that might be effected by Navy activities. Here in Ventura County, they monitor the large wetlands on Point Mugu as well as the populations on San Nicholas Island. They also monitor naval facilities for the way they are impacted by climate change so their colleagues can anticipate maintenance and planning needs.</p><p>This concludes my effort to give you a sense of what NAVFAC EXWC does. Jason E Miller<p>Hidden Gem: Naval Surface Warfare Center - Port Hueneme Division</p><p>This episode of 'hidden gems' shines the spotlight on the Naval Surface Warfare Center, Port Hueneme Division (NWSC-PHD), part of the U.S. Navy's Naval Sea Systems Command (NAVSEA). Located at Naval Base Ventura County, NWSC-PHD is charged with providing the surface fleet with state-of-the art in-service engineering support. Just as NAWC-WD is the primary command for naval air weapons testing and evaluation (see my previous 'gems' note), NWSC-PHD is the primary testing and evaluation command for (sea) surface systems and system integration.</p><p>What does this mean? The NWSC-PHD command tests ship systems before they are allowed to deploy. It sends its civilian engineers around the world to maintain surface ship systems. And it manages cradle-to-grave logistics support for replacement, replenishment, and repairs. It's a big job!</p><p>When you get a tour of the command at Naval Base Ventura County, your tour guide is bound to drive you by a yard containing two tall steel structures meant to represent the decks of two ships separated by a ten meter void. This is where NSWC-PHD engineers refine techniques for ship-to-ship unerway replenishment. Imagine tons of gear being slung on cables from one deck to the other. Engineers test and evaluate new techniques here before they're used to support sailors on the roiling seas. When new methods pass test and eval, there is Great Rejoicing!</p><p>Geographically, NWSC-PHD sits next to the Port of Hueneme, the only deep water port between San Francisco and Los Angeles. Sharing the port is the commercial Port of Hueneme. I'll write more about the remarkable commercial operations there, soon. Moored on the Navy side of the port is NWSC-PHD's Self Defense Test Ship, a Navy destroyer class ship refit to be the world's largest drone vehicle. The Test Ship supports NSWD-PHD's test and evaluation mission. It can be deployed onto the adjacent sea range and operated remotely (from hard facilities ashore) to test electronic warfare, electronic counter measures, and offensive and defensive weapon system. It's an amazong Navy (and regioinal!) asset.</p><p>If there's an at-a-distance technology (through time and space) in play today, you can be assured that NWSC-PHD is looking (or has looked) for a way that it can be used to support the mission of U.S. Navy sailors. Virtual reality, augmented reality, additive manufacturing (aka 3D printing), machine learning, and AI are all technologies that NWSC-PHD are leveraging to support their sailors.</p><p>In the meantime, let me know if you have any questions about NAWC-WD. Jason E Miller<p>Hidden Gem: Naval Air Warfare Center - Weapons Division</p><p>A recent post in my 'hidden gems' series highlighted Naval Base Ventura County, the Navy organization (and property) that takes care of over 75 tenant organizations that include the Coast Guard Air Station Ventura. My next three 'gems' posts pick three tenants that are both Navy commands and federal laboratories. The first of these is the Naval Air Warfare Center - Weapons Division (NAWC-WD). </p><p>I was at Fathomwerx last week for a meeting where a civilian engineer from NAWC-WD was introducing her command to the group. She opened and closed her presentation with the fact that NAWC-WD is a command that's responsible for the things that 'go boom'. She said that with pride and some excitement because this is sophisticated, dangerous, and impactful work. It's also work that requires assets and expertise that generates technology that has value outside the defense industry. But more on that, later.</p><p>"Every missile that goes out in the theater to be used on a ship or aircraft has been tested by NAWC-WD," she said. One of NAWC-WD's main jobs is to make sure fleet weapon systems work as designed and work reliably. To test and evaluate these weapon systems, electronic warfare, and electronic countermeasures, NAWC-WD manages some of the largest test ranges in the world.</p><p>NAWC-WD manages the Point Mugu Sea Range, a 36,000 square mile expanse of ocean surface and islands for conducting tests and exercises. If the Navy needs more area for a test, the range can be extended indefinitely in coordination with the Navy and the Federal Aviation Administration!</p><p>NAWC-WD also manages the China Lake Range in the high desert of the western Mojave. Covering a land area larger than the state of Rhode Island, the 1.1 million acres of test range has allowed the Navy and Marine Corps to test almost every airborne weapon system in the last 50 years. Naval Air Weapons Station (NAWS) China Lake is in Ridgecrest, CA, and is home to advanced technology, STEM laboratories, and top-notch civilian scientists and engineers.</p><p>I want to conclude this post with a note about NAWC-WD and drones. This is where drone technology was born. Point Mugu started life as an anti-aircraft training center during World War II, and then it became the home for missile development. Drones were originally developed as missile targets. Drone expertise continued to develop to support NAWC-WD's mission as a testing and evaluation command for the Navy, and that expertise has made NAWC-WD a world leader in aerial and sea surface drone technologies (i.e., boats). A future 'gems' post will talk about the largest drone in the world, and another post or two will talk about how Ventura County is about to become the go-to place for testing autonomous vehicle technologies.</p><p>In the meantime, let me know if you have any questions about NAWC-WD. Jason E Miller<p>Hidden Gem: Naval Base Ventura County</p><p>If you live in Ventura County, you know about 'the Navy base'. It's down there on the far side of the Oxnard plain, sitting on the coast like you'd think a naval base should. (Wait until I write about NAWC-WD and China Lake!) The base we see from outside the fenceline is called Naval Base Ventura County, and it consists of two, non-contiguous parts: Point Mugu Air Base and Port Hueneme. OK, there's a couple other parts: the antenna array on Laguna Peak and San Nicholas Island. But let's focus on Mugu and Hueneme.</p><p>Think of this real estate as a large commercial building. The organization called Naval Base Ventura County is the building manager who keeps everything functioning so the tenants can live and work in the building. 'Everything' includes basic municipal services (e.g., water, electricity) and base security operations for over 75 tenants and tenant commands. This means that Naval Base Ventura County does the work of a small city that is home to some very unique industries and many people. The base along with all its tenants is Ventura County's largest employer! With 14,175 employees (not counting contractors), Naval Base Ventura County makes a huge contribution to our regional economy.</p><p>Surrounding Naval Base Ventura County and containing all its tenants (including the Coast Guard Air Station I wrote about a little while ago) is 'the fenceline', a Department of Defense security perimeter that is tightly controlled by high fences, guarded gates, and armed patrols. To be allowed to physically cross the fenceline a person must have a Common Access Card (CAC) or must be escorted by someone with a CAC card and escort privileges. The fenceline defends Navy property and intellectual assets. For the base's neighbors, the fenceline also shrouds the organization in mystery. In my next couple 'hidden gem' posts, I hope to share with the neighborhood what some of those tenants do and the world class assets they manage in our backyard.</p><p>In the meantime, let me know if you have any questions about NBVC.
