Steve Faguy<p>The <a href="https://mastodon.social/tags/CRTC" class="mention hashtag" rel="nofollow noopener" target="_blank">#<span>CRTC</span></a> has launched a consultation on the National Public Alerting System, focused on ensuring bilingualism, the possibility of adding Indigenous languages, dealing with gaps in coverage, accessibility issues and the test schedule <a href="https://crtc.gc.ca/eng/archive/2025/2025-180.htm" rel="nofollow noopener" translate="no" target="_blank"><span class="invisible">https://</span><span class="ellipsis">crtc.gc.ca/eng/archive/2025/20</span><span class="invisible">25-180.htm</span></a></p><p>Not explicitly included in this review is any mention of having different categories of alerts, so an Amber Alert or a severe thunderstorm warning gets treated differently from, say, an active shooter or tornado warning.</p>
Andy Kaplan-Myrth :mapleleaf:<p>The <a href="https://mstdn.ca/tags/CRTC" class="mention hashtag" rel="nofollow noopener" target="_blank">#<span>CRTC</span></a> decision in their own review of last year's wholesale decision is out: The CRTC is <em>not</em> changing the decision. In short, they say the evidence in the appeals did not convince them that they got the decision last year wrong. <a href="https://crtc.gc.ca/eng/archive/2025/2025-154.htm" rel="nofollow noopener" translate="no" target="_blank"><span class="invisible">https://</span><span class="ellipsis">crtc.gc.ca/eng/archive/2025/20</span><span class="invisible">25-154.htm</span></a></p><p>Background: <a href="https://mstdn.ca/@andykm/114711545600147316" translate="no" rel="nofollow noopener" target="_blank"><span class="invisible">https://</span><span class="ellipsis">mstdn.ca/@andykm/1147115456001</span><span class="invisible">47316</span></a></p>
Jean-Francois Mezei<p>Bell Canada at <a href="https://mstdn.ca/tags/CRTC" class="mention hashtag" rel="nofollow noopener" target="_blank">#<span>CRTC</span></a> (despite CRTC giving Bell 5 year head start as it has asked and absuldly high wholesale rates higher than bell,s retail rates):</p><p>71. In contrast to the current Canadian market, we have been able to accelerate our fibre growth strategy by investing in fibre facilities in the United States where the regulatory environment and market dynamics are conducive to such investment.</p>
Jean-Francois Mezei<p>Bell Canada to <a href="https://mstdn.ca/tags/CRTC" class="mention hashtag" rel="nofollow noopener" target="_blank">#<span>CRTC</span></a>: <br>Prior to 2020, subsidiaries of the incumbents accounted for fewer than 1% of subscriptions(...). In contrast, as of the date of the 2023-358, nearly 28% of those subscribing to wholesale-based services did so through an ISP that had been acquired by an incumbent since 2022. <br>As a result, the total number of subscriptions provided by wholesale-based competitors unaffiliated with an incumbent declined by 40% between the end of 2020 and the date of the Temporary Decision.</p>
Steve Faguy<p>Bell Media has applied to the <a href="https://mastodon.social/tags/CRTC" class="mention hashtag" rel="nofollow noopener" target="_blank">#<span>CRTC</span></a> for permission to permanently close CJCH-TV-6, a 100kW retransmitter of CTV Halifax in Caledonia, NS, covering much of the south of the province. Says "we only have received five calls" since it was shut down on Sept. 27. The transmitter has "damages to the power meter" and would require replacement, and Bell is not interested in replacing it with a digital one. It would become the third of eight CTV Halifax retransmitters Bell has shut down since 2019.</p>
Andy Kaplan-Myrth :mapleleaf:<p>This might be the narrowest of narrowcasting, but today when the <a href="https://mstdn.ca/tags/CRTC" class="mention hashtag" rel="nofollow noopener" target="_blank">#<span>CRTC</span></a> said that today's decision will be published at 4pm, they also said what it will be about, which is a huge relief to everybody who otherwise would have spent the whole day wondering if it was going to ruin their evening plans.</p>
Steve Faguy<p>The <a href="https://mastodon.social/tags/CRTC" class="mention hashtag" rel="nofollow noopener" target="_blank">#<span>CRTC</span></a> has set interim wholesale rates for third-party internet providers using fibre-to-the-home facilities of Bell, Telus and SaskTel <a href="https://crtc.gc.ca/eng/archive/2024/2024-261.htm" rel="nofollow noopener" translate="no" target="_blank"><span class="invisible">https://</span><span class="ellipsis">crtc.gc.ca/eng/archive/2024/20</span><span class="invisible">24-261.htm</span></a></p>
Andy Kaplan-Myrth :mapleleaf:<p>The <a href="https://mstdn.ca/tags/CRTC" class="mention hashtag" rel="nofollow noopener" target="_blank">#<span>CRTC</span></a> might be releasing another important decision for Internet competition today at 4pm. They keep these things pretty secret, but their site says something's coming at 4pm today, and they (very weirdly) published their "anticipated releases for next week" page early today, and instead of just M-F next week, it includes today. And the anticipated release is called "Follow-up - Competition in Canada’s Internet service markets", which certainly sounds related to the August fibre decision.</p>
Jean-Francois Mezei<p><a href="https://mstdn.ca/tags/CRTC" class="mention hashtag" rel="nofollow noopener" target="_blank">#<span>CRTC</span></a> deccision at: <a href="https://crtc.gc.ca/eng/archive/2024/2024-180.htm" rel="nofollow noopener" translate="no" target="_blank"><span class="invisible">https://</span><span class="ellipsis">crtc.gc.ca/eng/archive/2024/20</span><span class="invisible">24-180.htm</span></a></p>
Jean-Francois Mezei<p>The gist of <a href="https://mstdn.ca/tags/CRTC" class="mention hashtag" rel="nofollow noopener" target="_blank">#<span>CRTC</span></a> decision: <br>Good: Extends FTTP wholesale to Telus and Sakstel<br>bad: gives monipoily till 2029 to any new fibre install, does not require Bell to continue to maintain cooper where it install Fibre but has 5 year monopoly. <br>No new rates, same uncompetitive FTTP rates, same DDTN and CBB rates. They aren't done with rates yet</p><p>Incumbents cannot use the other incumbet,s wholesale in-territory, but at least, CRTC agreed to grandfather existing customers.</p>
Andy Kaplan-Myrth :mapleleaf:<p><a href="https://mstdn.ca/tags/CRTC" class="mention hashtag" rel="nofollow noopener" target="_blank">#<span>CRTC</span></a>'s decision is supposed to be published at 9AM, so there are lots of people sitting here refreshing their page now...</p><p>I'll have comments once we read it and think about it a bit.</p>
Freezenet<p>Why Forcefeeding “Cancon” is Going to Backfire on C-11 Supporters</p><p>With rumours that the CRTC is going to start manipulating algorithms by the end of the year via Bill C-11, it's worth revisiting why it's going to backfire.</p><p><a href="https://www.freezenet.ca/why-forcefeeding-cancon-is-going-to-backfire-on-c-11-supporters/" rel="nofollow noopener" target="_blank"><span class="invisible">https://www.</span><span class="ellipsis">freezenet.ca/why-forcefeeding-</span><span class="invisible">cancon-is-going-to-backfire-on-c-11-supporters/</span></a></p><p><a href="https://noc.social/tags/Censorship" class="mention hashtag" rel="nofollow noopener" target="_blank">#<span>Censorship</span></a> <a href="https://noc.social/tags/News" class="mention hashtag" rel="nofollow noopener" target="_blank">#<span>News</span></a> <a href="https://noc.social/tags/algorithms" class="mention hashtag" rel="nofollow noopener" target="_blank">#<span>algorithms</span></a> <a href="https://noc.social/tags/CRTC" class="mention hashtag" rel="nofollow noopener" target="_blank">#<span>CRTC</span></a> <a href="https://noc.social/tags/OnlineStreamingAct" class="mention hashtag" rel="nofollow noopener" target="_blank">#<span>OnlineStreamingAct</span></a> <a href="https://noc.social/tags/streaming" class="mention hashtag" rel="nofollow noopener" target="_blank">#<span>streaming</span></a></p>
Andy Kaplan-Myrth :mapleleaf:<p>⚡ Today is a momentous day for Internet competition in Canada — not quite "mission accomplished", but a very important and long-awaited step: As of today, <strong>you can finally buy full fibre service from competitors like TekSavvy!</strong> (some conditions apply sorry I'm a lawyer I have to say things like this ;-)</p><p>Let me explain more:<br>👇🏼🧵 <a href="https://mstdn.ca/tags/CRTC" class="mention hashtag" rel="nofollow noopener" target="_blank">#<span>CRTC</span></a> <a href="https://mstdn.ca/tags/CdnPoli" class="mention hashtag" rel="nofollow noopener" target="_blank">#<span>CdnPoli</span></a> <a href="https://mstdn.ca/tags/TekSavvy" class="mention hashtag" rel="nofollow noopener" target="_blank">#<span>TekSavvy</span></a><br>1/8</p>
Andy Kaplan-Myrth :mapleleaf:<p>Back in December, <a href="https://mstdn.ca/tags/TekSavvy" class="mention hashtag" rel="nofollow noopener" target="_blank">#<span>TekSavvy</span></a> filed an application asking the CRTC to intervene when Cogeco removed copper facilities (that are open to competition) and replaced them with fibre facilities (that are not). Precedent required them to maintain access for competitors, even if that means giving us access to that new fibre (in those specific areas), but Cogeco was refusing.</p><p>Today in a small win for telecom competition, the <a href="https://mstdn.ca/tags/CRTC" class="mention hashtag" rel="nofollow noopener" target="_blank">#<span>CRTC</span></a> ordered Cogeco to continue to provide competitive access in those areas.</p>

Jean-Francois Mezei<p>In a case of modernity, Judge Stratas has already issued a decision to allow service by Email only to those who provided valid email addresses during the proceeding. ( Telecom Act requires all participants in a process to be made respondants and be served with documents). Pretty scary first time you get served because there is a warning that you may have to pay for Bell lawyer's Audis and Armani suits. (judges know that we are innocent bystanders here). <a href="https://mstdn.ca/tags/CRTC" class="mention hashtag" rel="nofollow noopener" target="_blank">#<span>CRTC</span></a></p>
