We have written to the @EUCommission #Energy Comissioner Dan Jørgensen to express serious concerns about the proposed changes to the international standard #IEC 60364-7-751, which would effectively ban the use of #pluginpv systems.

Im Vorschlag für die VDE 0100-751 „Errichten von Niederspannungsanlagen“ steht im Grunde: Das #Balkonkraftwerk braucht einen fest zugeordneten Stromkreis, daher eine eigene Leitung vom Sicherungskasten zur Außensteckdose und es muß fest angeschlossen sein oder einen spezielle Kombination aus Steckdose und Stecker haben, die sonst nicht verwendet wird und die auch die Metalpins bedeckt. Sprich, das läuft alles auf den Wielandt Stecker hinaus.

Nun kann jeder im Entwurfsportal bis zum 18.6.25 (!) kommentieren und wir bitten darum, höflich und sachlich zu sein.

Will new #IEC Norms kill Plug-in-Pv?

A new global standard for low-voltage generating sets is currently being discussed by the International Electrotechnical Commission, and somehow in this standard we find section 751.550.101.1, which states:
"A generating set shall not be connected to a final circuit."

The supplementary paragraph 751.550.101.2 is also cause for concern. It states:
"The connection of the generating set to the electrical installation shall be made by one of the following methods: […] a dedicated coupling system which is not compatible with any configurations belonging to national systems based on IEC 60884-1.

This wording directly targets the exclusion of Schuko-compatible plugs. Thus would not allow you to simply connect to the grid.

The IEC standards are not directly the standards that are in power, but national norming committees use these to draft their rules. So putting something into them that disallows feed in via a standard plug and socket, can make #pluginpv illegal in many places.

Any such attempt would grossly underminde the encouragement given to member states in the EU Electricity Market Directive 2024/1711 to allow or promote plug-in solar technology.
The comment period ends on June 16th, and not just any citizen is allowed to comment, but only the experts from the national committees.
If this becomes a reality, plug-in solar will be a thing of the past for the next few years.

Normentwurf #IEC 60364-7-751?

Derzeit wird auf internationaler Ebene bei der Internationale Elektrotechnische Kommission wird derzeit ein neuer globaler Standard für Niederspannungs-Stromerzeugungsanlagen diskutiert.

Konkret geht es um Abschnitt 751.550.101.1, in dem es heißt:

"A generating set shall not be connected to a final circuit."

Diese Formulierung würde bedeuten, dass keine steckerfertigen #Solargeräte (die genau das tun: sich an einen vorhandenen Endstromkreis anschließen) mehr erlaubt wären.

Auch der ergänzende Absatz 751.550.101.2 gibt Anlass zur Sorge. Dort heißt es:
 "The connection of the generating set to the electrical installation shall be made by one of the following methods: [...] a dedicated coupling system which is not compatible with any configurations belonging to national systems based on IEC 60884-1 [...]"

Diese Formulierung zielt direkt auf den Ausschluss von Schuko-kompatiblen Steckern ab und so wie ich es verstehe auch anderen Steckern die man da einfach nutzen könnte.

Das hätte zum einen die Folge, das die Vereinfachungen die wir in Deutschland mit der aktuellen Normungsdiskussion - Vornorm die Schukostecker erlauben soll kommt wahrscheinlich im Juni (!) - erreicht haben wieder auf internationaler Ebene kassiert wird.

Das würde auch die in der EU Strommarktrichtlinie 2024/1711 gegebene Freigabe bzw. Aufforderung an die Mitgliedstaaten Plug-In-Solartechnik zu erlauben bzw. zu fördern unterlaufen.

Die Kommentarphase endet schon am 16.06. und kommentieren darf nicht jeder Bürger sondern die Fachleute aus den nationalen Gremien.

Wenn sich das durchsetzt ist Steckersolar auf globaler Ebene erst mal die nächsten Jahre weg.

#Europe has been for too long mandating the use of closed #standards, and in 2018 there was an attempt to get them #open by demanding free access to them using #FOIA.

The @EUCommission said "no", those asking for them sued, then appealed, and in the now called " @carlmalamud judgement" the comission was told to grant access.

Who didn't like this? Standards bodies - entities that should be working for a goal and the common good, but instead see their work as a business. In December, #ISO and #IEC sued. Let's see how this evolves...
