In den Zwischenstandspapieren der Koalitionsverhandlungen wird deutlich, dass sich SPD und CDU in einigen Knackpunkten noch gar nicht einig sind. Auf den Slides seht ihr, was sich verbessern könnte und wo es in den kommenden Jahren eher düster aussieht. So geht das nicht! Wir brauchen einen Paradigmenwechsel, um endlich die Klimaziele im Verkehrssektor einzuhalten! ✊ Insgesamt heißt das: Es gibt viel zu tun für uns als aktive Zivilgesellschaft. Denn wir kämpfen für eine sozial-ökologische Transformation! Till WestermayerDer Mann von gestern für gestern<a href="https://fragdenstaat.de/artikel/exklusiv/2025/03/koalitionsverhandlungen-cducsuspd/" rel="nofollow noopener" target="_blank">FragDenStaat</a> hat übersichtlich aufbereitet, was bisher an Zwischenständen aus den Verhandlungen zwischen Union und SPD bekannt ist. In den Dokumenten ist auch markiert – blau für die Union, rot für die SPD – was jeweils noch strittig ist. Auch im geeinten Text sind schon einige Hämmer enthalten – und Mehrausgaben in Höhe von 100ten Mrd. €, von denen niemand weiß, wie sie finanziert werden sollen.Richtig krass wird es aber bei den Wünschen der CDU/CSU, die bisher seitens der SPD nicht akzeptiert worden sind. Okay, Merz hat das im Wahlkampf angekündigt, und ja – das, was auf rechtspopulistischer Seite geäußert wird, das sollte man ernst nehmen. Trotzdem in der Summe krass:Im Innenbereich sollen Vorratsdatenspeicherung und Quellen-TKÜ kommen, auch die Ende-zu-Ende-Verschlüsselung wird seitens der CDU in Frage gestellt. Die Cannabislegalisierung soll rückabgewickelt werden. Im Wirtschaftsbereich (!) wird weiter auf den Verbrennungsmotor gesetzt. Im Verkehrsbereich kämpft die Union gegen das Tempolimit. Das Bürgergeld wird wieder rückabgewickelt, wenn es nach CDU/CSU geht („verbindliche Eingliederungsvereinbarungen“), aber auch im mit der SPD geeinten Text werden so gut wie alle Errungenschaften des Wechsels von Hartz-IV zum Bürgergeld wieder gestrichen. Der NPD-Spruch von der „Einwanderung in die Sozialsysteme“ findet sich jetzt als CDU-Textvorschlag. Asylbewerberleistungen will die Union „auf das Minimum absenken“. Im Bereich Familie, Frauen usw. will die Union das Selbstbestimmungsgesetz wieder rückabwickeln. Das Bürokratie-Kapitel liest sich 1:1 wie ein Text aus der Hochzeit des New Public Managements. Umweltverträglichkeitsprüfungen sollen rückabgewickelt werden, und wenn es nach der Union geht, wird das Umweltinformationsgesetz entkernt. Das Informationsfreiheitsgesetz soll abgeschafft werden. Zum Haushalt fällt der CDU/CSU vor allem „Steuern senken“ ein, Gegenfinanzierung unklar. Die Klimaziele sollen durch den Einkauf von Zertifikaten in Drittländern erreicht werden, das Flächenziel für Windkraft soll entfallen, der Wiedereinstieg in die Atomkraft steht ebenfalls im Kapitel Energie und Klima. Die Gasnetze sollen erhalten bleiben, die Gasförderung im Inland ausgebaut werden. Und zumindest in blau „Wir werden das Heizungsgesetz abschaffen“ (mal deklaratorisch in die Welt gebrüllt). Last but not least: Die Wehrpflicht wird wieder aktiviert.Zusammengefasst: Merz will die Bundesrepublik auf den Stand vor Merkel zurücksetzen. Dem ganzen Text ist eine Sehnsucht nach den im Rückblick so golden wirkenden Kohl-Jahren anzumerken. Alles dazwischen – Merkel, und erst recht die wenigen Errungenschaften der Ampel – will Merz rückabwickeln. Ja. Unser Grundgesetz hat sich - aus guten Gründen - dafür entschieden, dass es nie eine parlaments- oder regierungslose Zeit geben darf. Und die demokratische Legitimation von Parlament und Regierung gilt, bis das neue Parlament konstituiert und die neue Regierung im Amt ist. Bis dahin haben Parlament und Regierung die vollen Rechte und Pflichten. Wer fordert, dass dies anders gehandhabt werden müsste, sollte ehrlich genug sein, eine entsprechende Verfassungsänderung vorzuschlagen - und die Verantwortung dafür übernehmen, dass unser Land phasenweise nicht handlungsfähig ist.Die Zäsur ist übrigens die Konstituierung des neu gewählten Bundestags und die Wahl des neuen Kanzlers. Wer sich über demokratische Legitimation Gedanken machen möchte, der mag sich der Frage widmen, wie es unter diesem Aspekt zu bewerten ist, wenn eine Partei mit der Aussage "das werden wir nie tun!" Wahlen gewinnt und am 1. Tag nach der Wahl das genaue Gegenteil umzusetzen beginnt.
